The orthodox way of settling disputes in villages and
small districts is by Panchayat. The Panchayat is a respected body of
law at a small level. The villagers are scared of being fooled by the
lawers, chose the most experienced member of their village and make
him the Sarpanch. He listens to the disputes and his decision is final
and binding amongst the villagers. This practice is prominent in
Indian villages and the judgements are trusted by the uneducated
people. The sculpture stages a meeting of villagers as 'Panchayat'.
